black sea bass fishing out of port san luis also caught a kelp bass but dont have a picture of it

Nope the regulations havent changed I done my homework so here we go, according to the 2009 coastal water guide october version, The size limit and daily creel for black sea bass off the coast of North Carolina is Any bass caught North of Cape Hatteras Light house have to be a minimum of 12 inches and the daily creel limit is 25 bass and any bass south of Cape Hatteras is the same size limit but you can only keep 15 bass, this is for in shore fishing 0 to 3 miles out. The commercial fishing regulations are exactly the same as above except you can fish out as far as 200 miles if you would like to see this for yourself or check on other species here is the website glad I could clarify http://www.ncfisheries.net/recreational/recguide.htm
