Hey man I live in NJ!!! The time is now there has been reports of anglers getting striped bass in the Delaware river as well as the surf in LBI NJ and Seaside NJ!!! Your best bet now would be clams for bait as the water warms up you than make the switch to ava-jigs and poppers!! I guess if I was you I would be trying the Hudson river and also Montauk!! I hope this helps and good luck with landing a striped bass!!

Hey man, I lived in Manhattan until 206. I use dto go to Staten Island's SOuth Shore and get 'em in May. Wait for the first full moon, then go down there and catch some bait in the shallows. The stripers would come close to the beach at high tide and I would surf cast for them.

Party boats out of Sheepshead Bay in Brooklyn were also good.

But since you are in harlem, I use dto live on 122nd street on the West Side: fish from the new park down on the Hudson River, across from the Fairway Supermarket. Guys used to catch stripers there starting in mid May.

Use cut bunker or get some bloodworms at a bait store.
